Call to Order
The Meeting was called to order at 5:25 p.m. by Chairperson Tilton. All Members and the Executive Director (ED) were present.
Minutes
The Minutes from July 12, 2010 were unanimously approved upon a motion by Mr. Collier and a second by Ms. Twiss. 11-07
The Chair entertained a motion to release the May 3, 2010, June 7, 2010 and the June 28, 2010 Executive Sessions Minutes because there is no longer a reason for confidentiality. So moved by Ms. Twiss; seconded by Mr. Collier and approved upon roll call vote of 5 Ayes.

Reports
The Cash Disbursements and the Financial Reports through 8/31/10 were reviewed and discussed. Mr. Collier moved to approve these reports and Ms. Twiss seconded this motion.
All agreed and the motion carried

The ED explained that there were issues of very excessive water usage at both developments. No cause has been found and frequent water readings have been normal.
Ms. Twiss suggested that the MHA contact Rick Gould to discuss this matter
The ED explained that the legislature did not include housing authorities in the Municipal Relief Bill for early retirement and even if it had, small agencies would not be able to consider it because they have no ability to reduce future salary costs as the bill requires.
There have been changes to the Procurement procedures that should benefit this agency.
Repeal of 40B is on the ballot for November. Members asked to place this on the agenda for discussion at the next meeting.
Unfinished Business
GASB 45 was completed for 6/30/10 and the current annual accrual is $33,099.00
The Formula Funding program is being prioritized and staff will be working to become familiar with the requirements.
New Business
The ED presented a List of Records with an Application for Destruction Permission for the Commonwealth of Massachusetts, Records Conservation Board. She explained that this will be the first time since the agency opened in 1967 that any records are being reviewed for destruction. The plan is that once the Records Conservation Board votes to approve our request, prices will be solicited from shredding companies. The Commonwealth has a Statewide Retention Schedule that we have to follow but the MHA may have its own Retention Schedule for individual items as long as the period of time is longer.
Policy for Voided Applications
The MHA is not requited to keep applications that we receive that are not processed because we either don’t have the applicable program, or if our waiting list for a program is closed. The ED recommends that the Board adopt a policy to keep voided applications for one year so they will be available for applicant inquiry.
Mr. Collier moved that the MHA will keep all Voided Applications for one (1) year from the date of receipt. Mr. Moreschi seconded this motion.
The Chair declared said motion carried upon a roll call vote of 5 Ayes. 11-10
Ms. Twiss moved to approve the Application for Destruction Permission as herein presented. Ms. Couture seconded this motion.

Net Income Limits and Fair Market Rents Effective August 9, 2008
The following motion was introduced by the Chair, read in full and considered:
The Chair entertained a motion to adopt the following Boston Net Income Limits by Household Size for Determining Admission for State-Aided Programs
Effective August 9, 2010 and Boston Fair Market Rents Effective August 9, 2010. (About a 2.7% reduction from 08)

So moved by Ms. Twiss and seconded by Mr. Tilton. The Chair thereupon declared said motion carried by a vote of 5 to 0. 11-12
Budget FY11
The Operating Budget for the period ending June 30, 2011 was reviewed and discussed. The Ed explained that the primary change is the increase in benefits due to a long-time eligible employee’s accessing the GIC insurance. It was noted that the Budget contains 2.5% increase in Administrative Salaries to match the average increase given by L&I to the Maintenance staff in April 2010. The items under Betterments, Extraordinary Maintenance and Replacement of Equipment were reviewed and discussed. The Members asked to have more information on the proposed laptop computer and copier for the next meeting.
Motion : Mr. Collier moved that the proposed Operating budget for State-Aided 667-1& 705-1 Housing of the Middleton Housing Authority (Chapter 2000/667/705/689/MRVP), Program Number 400-1 for Fiscal Year Ending 6/30/2011 showing Total Operating Receipts of $314,300.00 and Total Operating Expenditures of $367,309.00, thereby requesting a subsidy of $0.00 be submitted to the Department of Housing and Community Development for its review and approval. Ms. Couture seconded the motion which, upon roll-call, was passed by a vote of 5 Ayes to 0 Nays.

Announcements
The Members were reminded on the Board Member Certification Program through NAHRO.
The Prescription Drug drop-off will be held on 9/25 and another R.A.D course is being offered by the police department.
Adjournment
Ms. Twiss moved to adjourn and this motion was seconded by Mr. Collier. All agreed and the meeting ended at 7:05 p.m. 11-14
