MINUTES

Call to Order
The Meeting was called to order at 5:50 p.m. by Ilene Twiss.  Members present were Ms. Twiss, Julie Bakoian and Ann Couture.  The Executive Director (ED) Kathleen Thurston was also present.

Minutes
The Minutes from May 2, 2011 were tabled.

The Minutes from June 6, 2011 were unanimously approved upon a motion by Ms. Couture and a second by Ms. Bakoian.                                                                       12-1

Reports
Te members reviewed and unanimously approved the cash disbursement for June upon a motion by Ms. Couture and a second by Ms. Bakoian.                                           12-2

Te members reviewed and unanimously approved the cash disbursement for July upon a motion by Ms. Couture and a second by Ms. Bakoian.                                           12-3

The June 30, 2011 year-end quarterly reports and summary worksheet were reviewed and discussed.

A meeting for all of the tenants regarding Formula Funding will be held on 8/17 @ 6:00 p.m.

The 2001 truck was sold for $9,200.

DHCD has announced that a 3% increase in ANUEL will be authorized effective 10/1/11.

Unfinished Business
The Personnel Plan refers to full-time hours as 37 ½ to 40 hours.  Members were given a copy of the entire plan.

Tree Removal
The Members reviewed the low proposal from Salisbury for Tree Removal at Orchard Circle.

Ms. Couture moved to accept the $1,050 proposal as submitted and the $275 proposal for the “shared” trees.       This motion was seconded by Ms. Bakoian and unanimously approved.                                                                                                               12-4

MD Damages
The lowest proposal from C. Jones for the 2 repair jobs at Memorial Drive for the separate damages caused by 2 motor vehicle accidents were reviewed. The ED explained that the costs for both should ultimately be paid by the respective operators’ insurance.

Ms. Bakoian moved to accept the $2269 proposal for 5 MD.  This motion was seconded by Ms. Couture and unanimously approved.                                                             12-5

Ms. Bakoian moved to accept the $297 proposal for 6 MD.  This motion was seconded by Ms. Couture and unanimously approved.                                                              12-6

The ED presented the information regarding the proposed opening of the 2 & 3 bedroom Wait List.

Ms. Twiss entertained a motion to authorize the Executive Director to open the waiting lists for the Chapter 705 Program 2 & 3 bedroom units as soon as possible, and for a period of not less than 30 days, and in the manner that she determines is in the best interest of the authority, which may include a waiver for a lottery from 760 CMR, utilizing EOCD guidelines as previously voted on 11/26/90 (Document #91-49) with necessitated updated language. So moved by Ms. Couture and Ms. Bakoian seconded this Motion.  Upon a Roll Call Vote of 3 Ayes, the Chair declared said motion carried.

FY 11 Vacation Carryover for PAP as herein presented was unanimously approved upon a motion by Ms. Bakoian and a second by Ms. Couture.                                 12-8

FY 10 Correction to KAT Hours Carryover as herein presented was unanimously approved upon a motion by Ms. Couture and a second by Ms. Bakoian.                                  12-9

FY 11 Hours Carryover for KAT as herein presented was unanimously approved upon a motion by Ms. Bakoian and a second by Ms. Couture.                                            12-10

Adjournment
Ms. Couture moved to adjourn and Ms. Bakoian seconded this motion.  All agreed and the Meeting adjourned at 7:30 p.m.                                                           12-11
