MINUTES
Call to Order
The members of the Middleton Housing Authority met in regular session at Orchard Circle., in the Town of Middleton, Massachusetts, at five thirty p.m., on December 6th 2010.
The meeting was called to order by the Chairperson, and upon roll call, those present and absent were as follows:
Members Present: Barbara Tilton, Chairman
Ilene Twiss, Vice Chair
Charles Collier, Treasurer
Ann Couture
Members Absent: Todd Moreschi, Assistant Treasurer
Others Present: Kathleen Thurston, Executive Director
Minutes
The Minutes from November 1, 2010 were reviewed and unanimously approved upon a motion by Ms. Twiss and a second by Mr. Collier. 11-26
Reports
The Disbursements and Financials through 11/30/10 were reviewed and discussed. Ms. Couture moved to approve said reports. The motions was seconded by Ms. Collier and unanimously approved. 11-27
The 11/22/10 Get Together for Paula Mountain was well attended.
The new Septic Pump has been ordered from Hall Pump
The Members acknowledge the MHA’s letter to the Town of Danvers about the Water usage
The State Auditors plan to start in December.
The approval for the FY11 Budget was just received today.
DHCD is implementing a new Lead Pain Compliance approval to submit with the annual budget.
Work Plan 5001 Contract
The following resolution was introduced by Chairperson Tilton, read in full and considered:
RESOLUTION AUTHORIZING CONTRACT FOR CAPITAL IMPROVEMENT WORK PLAN
FOR STATE-AIDED CAPITAL IMPROVEMENT
WORK PLAN NO. 5001, PROJECT 184011
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE MEMBERS OF THE MIDDLETON HOUSING AUTHORITY, AS FOLLOWS:
Section 1. The Authority shall enter into a contract with the Commonwealth of Massachusetts in the form submitted at this meeting and contract in the name of the Middleton Housing Authority under its corporate seal, and the Secretary is hereby authorized to attest the same.
Section 2. The Authority hereby requests the Director of the Department of Housing and Community Development, (Commissioner of the Department of Community Affairs) enter into such contract with the Authority and the Commonwealth of Massachusetts to approve such contract.
Section 3. The Officers of this Authority shall be, and they are hereby authorized and directed, on and after the execution of said contract by the respective parties thereto, to do and perform on behalf of the Authority all acts and things required of the Authority to perform fully all of its obligations thereunder.
Section 4. This resolution shall take effect immediately.
Ms. Couture moved that the foregoing resolution be adopted as introduced and read, which motion was seconded by Mr. Collier and upon roll call the "Ayes" and "Nays" were as follows:

The Chairperson thereupon declared said motion carried and said resolution adopted. 11-28
MIIA Worker’s Compensation - Quadrant
An Agreement with Quadrant Health Services for Worker’s Compensation health care was reviewed and unanimously approved upon a motion by Ms. Couture and a second by Ms. Twiss.

The Meeting adjourned at 6:20 p.m. upon a motion by Ms. Twiss and a second by Mr. Collier.
