MINUTES
Call to Order
The Meeting was called to order at 5:40 p.m. by Chairperson Collier. Members Present were Julie Bakoian and Todd Moreschi. The Executive Director (ED) was also present
Minutes
The Minutes from 10/3/11 were approved upon a Motion by Mr. Moreschi and a Second by Ms. Bakoian. 12-26
Reports
The Members reviewed and discussed the 10/31/11 Disbursements and upon a Motion by Mr. Moreschi and a Second by Ms. Bakoian, approved said disbursements in the amount herein presented. 12-27
The ED presented and explained the Quarterlies for the P/E 9/30/11.
The FY 12 Budget has been approved by DHCD.
New Business
The ED explained that during the Annual Inspections, DHCD informed us that State Code does not allow air conditioners in any room that only has one window and that the MHA should be requiring “certification” of proper installation of any air conditioner unit. DHCD has provided a copy of an Air Conditioner Policy which is herein presented, as modified for our building envelope.
After review and discussion the Mr. Moreschi moved to adopt said policy as a draft. Ms. Bakoian seconded this motion. Motion carried unanimously. 12-28
The Members discussed the problems with Chelsea Housing Authority as has been reported by the local news. The Governor, through DHCD, wants all housing authorities to recertify their budgets and ED contracts. Mr. Moreschi moved to comply with said request. This motion was seconded by Ms. Bakoian and carried unanimously. 12-29

The meeting adjourned at 6:30 p.m. upon a Motion by Ms. Bakoian and a Second by Mr. Moreschi. 12-30
