COMMUNITY PRESERVATION COMMITTEE
MONDAY, MARCH 28, 2011
7:00PM, FLINT PUBLIC LIBRARY


PRESENT:  Kosta Prentakis,  Steve Cocciardi, Anne Delmarsh, Mary Tragert, Chris Lindberg, Mary Ann Erickson, Tim Houten, Charles Collier and Paula Lanfranchi (Recording Secretary).

ABSENT:  Bob Murphy

CALL TO ORDER:  Meeting called to order at 7:00 pm by Kosta Prentakis

  • Presentation by Community Preservation Coalition:
Kosta Prentakis introduced Stuart Soginor, Executive Director of the Community Preservation Coalition.  On the 10th anniversary of then Governor Paul Celucci signing the CPA, he presented a reflection of what’s been done, an update on where the CPA stands, and its future.  

S. Soginor discussed the allowable uses of CPA funds and distributed a handout illustrating fund allowable spending purposes.

  • Minutes:
Kosta Prentakis asked members of the Community Preservation Committee (CPC) for their comments and feedback on the meeting minutes of March 20, 2010.  There were no comments or corrections

Mary Ann Erickson made a motion to accept the DRAFT meeting minutes of 3/20/10 as presented.  Tim Houten seconded the motion.  All were in favor and the motion to approve the minutes was unanimously passed.

  • Community Preservation Plan:
Kosta Prentakis referred to the Community Preservation Plan, which was e-mailed to Community Preservation Committee (CPC) members to review prior to the meeting.  The only substantive changes to the plan were updates to the term expiration dates of the existing members.

Tim Houten made a motion to adopt the Community Preservation Plan as presented.  Chris Lindberg seconded the motion.  All were in favor and the motion to adopt the plan was unanimously passed.

  • FY12 Budget:
Discussion of the FY10 budget began with Kosta Prentakis reviewing a spreadsheet, also included in the packet distributed prior to the meeting.   He reviewed the anticipated revenue and proposed equal allocations of $18,664.00 to open space reserves, historic preservation reserves and affordable housing reserves.  Funds would be used on debt service to the Town Common; commitment to the Flint Library renovations; and debit service on the 11 South Main Street land purchase.

Additional uses for the funds were proposed by K. Prentakis.  He proposed $16K be spent on the reconstruction of the wall of the cemetery next to Memorial Hall.  Another $10.5K would be used to replace the smoke/fire/heat alarm at Memorial Hall.

Mary Tragert made a motion to accept the FY 2012 Community Preservation budget as presented.  Tim Houten seconded the motion.  All were in favor and the motion to approve the budget was unanimously passed.

  • Warrant Article Funding Review:
Kosta Prentakis stated that the demolition and rough landscaping of 11 South Main Street, cost in total $20,000.00.  At Town Meeting Last year, it was requested, and the Town approved, the sum of $50,000.00 for that purpose.  K. Prentakis suggested that the CPC request a reallocation of those funds to include design and engineering studies for the use of this space.  It is an allowable use of funds under the CPA.  It is not a request for new money, rather, a reallocation of remaining funds.

Tim Houten made a motion to accept the Warrant Article as presented Chris Lindberg seconded the motion.  All were in favor and the motion to approve the Warrant Article was unanimously passed.

Kosta Prentakis suggested reallocating $25K for the replacement of the play structure behind Memorial Hall and instead, engage in the planning and design of the Town Common, incorporating the former Hagen property into the mast plan for the 7.5 acre Town Common.

Chris Lindberg made a motion to accept the Warrant Article as presented Anne Delmarsh seconded the motion.  All were in favor and the motion to approve the Warrant Article was unanimously passed.

  • Old/New Business:
Kosta Prentakis reminded everyone that Town Meeting is on Tuesday, May 10th.  The election is the following Monday.

Having no further business to discuss Mary Ann Erickson made a motion to adjourn the regular meeting of the Community Preservation Committee at 8:40 pm
