Joint Selectmen/School Committee Meeting

Call to Order –Chairman Cresta called the meeting to order at 5:54 PM. Also present were, Nancy Jones, Kosta Prentakis, Town Administrator Ira Singer, Assistant Town Administrator Ryan Ferrara, Superintendent of Schools Dr. Bernard Creeden, Mindy Wogan, Lisa Saxonis and Tasha Cooper
Minutes – Mr. Prentakis made a motion to accept the minutes of the December 4, 2012 Board of Selectmen (BOS) meeting. Ms. Jones seconded the motion and all were in favor.
Approval of Warrants – Payroll Warrant #1324 was presented at $109,289 for payroll and $679,025 for departmental expenses of which, $318,695 was for the purchase of power by the Middleton Electric Department. Mr. Prentakis made a motion to approve the warrants. Ms. Jones seconded the motion and all were in favor.
Town Administrator’s Report – Mr. Singer informed the group that the contract agreement for the new Assistant Treasurer/Collector, Belinda Young should be completed soon.
Joint Appointment by BOS and School Committee of new School Committee Member through May 2013 – The BOS and School Committee received one application to fill out the term for former School Committee member Maria Scarpa. A motion was made by Ms. Wogan to appoint Mr. Mark Moreschi to fill out the remainder of Ms. Scarpa’s term through May 2013. Mr. Prentakis seconded the motion and all six members present (three BOS and three School Committee) voted unanimous support. Notice will be sent from the Town Clerk to Mr. Moreschi to make arrangements to be sworn in and to reiterate to Mr. Moreschi that he will need to run again in May 2013 for the School Committee seat.
All members of the School Committee departed the meeting at 6:00 PM
Appointment of Carl Toumayan to serve as the Master Plan Committee Chair – A motion was made to nominate Carl Toumayan as the Chairman of the Master Plan Committee. The motion was seconded and all voted in favor. It was noted that Mr. Toumayan had served on the Master Plan Committee previously and did good work on the Committee during his tenure.
New Business – Mr. Singer relayed that Robert Bramm, the former owner of 18 Oak Road which was recently taken possession of by the Town via a tax taking and foreclosure is doing well and has relocated to Salem. Scott Saulnier has not responded to the Town’s eviction notice related to unpaid taxes at 22 Mill Street. Additional steps will be taken by the Town to secure the 22 Mill Street property.
Mr. Cresta asked about the estimated value of 18 Oak Road. Mr. Singer replied that the initial assessment is $160,000. Representatives from the Town recently were able to gain access to the site. New locks have been installed to secure the property. D Con has been placed throughout the house to control vermin. Based upon the current condition of the dwelling, the house will likely need to be demolished.
Adjournment – Mr. Prentakis made a motion to adjourn the meeting. Ms. Jones seconded the motion and all were in favor. The meeting was adjourned at 6:15 PM.
